Section 1: APM/APS Issuance Limits

• Orange Outbound: Max 100 seals per issue to each Outbound Manager
• Green Exception: Max 50 seals per issue to each Guard/Gate
• APM/APS must physically scan 100% of the sequence before signing the custody ledger
• All sequence gaps must be classified as MISSING or DAMAGED (void seals)
• LDAP of both issuer and recipient recorded in digital ledger
• Void seal IDs are flagged — if scanned later, triggers CRITICAL alert

Section 2: OM Custody Allocations

• OM receives orange seals from APM/APS and allocates to Area Supervisors
• BULK mode: Assign multiple seals at once, same supervisor
• DICTATE mode: Pre-assign specific seal → trailer → BOL (dispatch plan)
• Each scan validates: not consumed, not already allocated, HD-OR prefix only
• Low inventory warning at ≤50 unassigned seals
• Every custody transfer logged with LDAP, timestamp, and seal IDs

Section 3: AS 3-Part Sealing Audit

• Step 1: Match inside painted wall stencil to exterior trailer plate
• Step 2: Match printed BOL to shipping manifest
• Step 3: Dual-lock tug test — confirm seal cannot be removed without breaking
• All 3 checks required before seal can be applied
• GWA delegation available (associate applies under AS supervision)
• If OM dictated a trailer/BOL, AS must match or submit is blocked
